The Gruyère Health and Social Network (RSSG) is a public law association bringing together the municipalities of the district. By virtue of its statutory objectives, it operates the Home Help and Care Service, the Social Service, and runs two medico-social establishments.
Following the upcoming departure of the incumbent, the Gruyère Health and Social Network is advertising the position of:
IT Manager
In this strategic and cross-functional role, you will lead the digital transition of our institution by ensuring a robust, secure information system (IS) perfectly aligned with our medico-social missions. As the privileged interlocutor of the Management, you provide a global vision to arbitrate technological choices and translate business needs into reliable and sustainable architectural solutions.
Your main responsibilities
Strategy, governance & management
- Define and lead the strategy and overall architecture of the information system.
- Ensure the coherence of the application ecosystem, infrastructures, and data management.
- Manage and develop an internal team of 3 collaborators, while fostering a spirit of innovation.
- Prepare the annual IT budget, control expenses and optimise investments.
Security, sovereignty & risk management
- Instil and enforce the IT security and data protection policy (LPD), in collaboration with the relevant bodies.
- Place digital sovereignty at the heart of technological choices (supplier dependency assessment, solution reversibility, long-term cost control).
- Oversee compliance, monitor IT risks and coordinate security audits as well as the arrangements of our providers.
- Prioritise and monitor IT projects by adapting the methodological approach to the context and real challenges of the institution.
- Support change within teams and ensure the link with non-technical profiles.
- Manage contractual relationships and evaluate the performance of providers and third-party partners.
Application ecosystem & Data management
- Ensure the sustainability, evolution and integration of our key solutions: M-Files (DMS), ProConcept (ERP), JBM (time management), CareFolio (@Home and LongTerm) and Kiss (social service).
- Define and enforce principles of data management, quality and integrity.
Budget management and control
- Prepare the annual IT budget and rigorously control expenses.
- Analyse budget variances and optimise the overall costs of the information system.
- Validate all hardware and software investments.
Your profile:
- Education & Global vision: Higher education in computer science (HES, EPF, Federal Certificate/Diploma) or equivalent experience. You possess a broad understanding of the entire IT chain (systems, networks, cybersecurity/cyberdefence, software environments).
- Experience: Minimum 5 years of successful experience in information system management, team management and leading complex projects. Experience in the public or health sector in Switzerland is a strong asset.
- Strategic skills: Proven ability to design physical, virtual and software architectures and evaluate complex solutions from the perspective of risks and data sovereignty.
- Languages: Perfect command of French (working language). Excellent command of technical English and proven ability to communicate orally in English.
- Personal qualities: Leadership stance, analytical and creative mind, strong arbitration and negotiation skills. You are recognised for your interpersonal ease and your ability to simplify technical subjects for Management.
