Programme Manager - Public Sector - Cybersecurity (M/F/X)

We are looking for a Senior Programme Director / Programme Manager with solid experience in managing complex and strategic programmes, particularly within the public sector.

You will be responsible for structuring, governing and managing programmes involving multiple projects, stakeholders and dependencies. You will ensure a consolidated view of issues, risks, resources, budgets and deadlines and support the management bodies in the necessary decision-making.

The programmes concerned operate notably in IT, transformation and information security environments. Experience in cybersecurity, data protection or compliance is therefore an asset, but the core of the role remains programme management above all.

Responsibilities:

Managing complex programmes

• Take overall responsibility for managing strategic programmes composed of several interdependent projects and workstreams.

• Define and structure governance, objectives, milestones, deliverables and performance indicators.

• Manage budgets, resources, schedules, risks, dependencies and priorities at the programme level.

• Maintain a consolidated view of progress and anticipate deviations, risks and bottlenecks.

• Identify necessary trade-offs and support decision-making bodies in their decisions.

• Ensure coherence and alignment of the various projects with the strategic objectives of the programme.

Governance and coordination

• Set up and facilitate governance bodies, programme committees and steering committees.

• Coordinate a wide range of stakeholders: business units, IT, experts, project managers, external partners and sponsors.

• Produce consolidated reports for management and decision-making bodies.

• Ensure clear communication on progress, risks, decisions and priorities.

• Define and enforce programme management methods and standards.

Risk management and transformation

• Identify, assess and monitor risks at the programme level.

• Manage action plans and necessary corrective measures.

• Support organisational transformations related to the programmes.

• Contribute to the continuous improvement of management methods, tools and processes.

Security and compliance environments

Depending on the programmes concerned:

• Collaborate with teams responsible for information security, data protection and compliance.

• Integrate regulatory and security constraints into programme management.

• Facilitate coordination between technical experts, business units and decision-making bodies.

What we are looking for:

Experience

• Senior and significant experience as a Programme Manager, Programme Director or equivalent role.

• Proven experience in managing complex and strategic programmes, beyond managing an individual project.

• Mastery of governance of programmes involving multiple projects, teams and stakeholders.

• Significant experience in the public sector or with public administrations / organisations.

• Used to working with management and governance bodies and managing environments with many stakeholders.

• Experience managing budgets, resources, risks, dependencies and performance indicators.
