Tasks
Portfolio Overview & Transparency: You lead and maintain the cantonal portfolio process on behalf of the Conference for IT and Information Security (KIS), ensure the cantonal overall view of all IT programmes, projects and services, and provide transparency regarding status, resources, dependencies and benefits.
Business Preparation & Analysis: You prepare portfolio matters for the KIS, create decision-making bases, and conduct risk, impact and cost-effectiveness analyses.
Prioritisation & Decision Support: You develop recommendations for the cantonal-wide prioritisation by the KIS and support the KIS with well-founded decision-making bases.
Coordination & Interfaces: You work closely with the departments, central IT BS, specialist offices and project management, ensuring a consistent flow of information.
Monitoring & Reporting: You monitor the implementation of portfolio decisions, track progress, risks and benefits, and report regularly to the committee and other stakeholders.
Profile
Experience: Proven experience in project or portfolio management, ideally in complex organisations. You have sound knowledge in prioritisation, control and governance of projects and can support strategic decisions.
Personality: Analytical, structured and integrative personality with strong communication and coordination skills. You think strategically, work independently and navigate confidently in complex organisational and political environments.
Education: University degree (university/FH) in computer science, business informatics, business administration or comparable. In-depth knowledge of project and portfolio management as well as IT governance is a must.
Language: Very good written and spoken German skills, especially for drafting reports and decision documents in the administrative context.
Insight into our work
The General Secretariat of the Department of Finance Basel-Stadt takes on important cross-sectional functions and also supports the department management in its activities. It ensures the correct and timely handling of business with the Government Council, the Grand Council and the other departments of the canton. Communication as well as the Human Resources area of the department are also located in the General Secretariat. With a variety of tasks, it ensures the operation of the Department of Finance.
The KIS (Conference for IT and Information Security) is the strategic steering body of the canton for IT and information security. It sets priorities, guidelines and framework conditions for the cantonal IT portfolio and supports the implementation of the IT strategy. The office prepares the matters of the KIS, creates decision-making bases, coordinates between departments, specialist offices and projects, and ensures transparency, monitoring and implementation of resolutions.
