Job Description
The Cantonal Office for Study and Apprenticeship Grants (OCBE), attached to the Directorate of Social Assistance and Insurance (DIRAAS), is responsible for granting financial aid for education after compulsory schooling. As Deputy to the Head of the OCBE, you assist them in determining the management strategy of the entity and oversee the management of the accounting, litigation, and reception units.
Responsibilities
- Assist the Head of Office in determining the management strategy of the entity and thus contribute to ensuring its smooth operation in synergy with internal and external partners;
- Manage the accounting, litigation, and reception units composed of 10 staff members (Specialised Case Managers and Case Managers);
- Take responsibility for establishing and properly applying the necessary business procedures to guarantee the successful execution of the mission;
- Organise, coordinate, and supervise all routine activities conducted by the office in the absence of the Head of Office;
- Represent the entity during projects or working sessions.

Qualifications
- University degree in humanities or economics, Bachelor of Science in Management or an equivalent qualification.
- Federal diploma as a specialist in social insurance is an asset.
- Additional training in management, leadership, or team management is desirable.
- Solid professional experience in team management.
- Excellent analytical and synthesis skills.
- Ability to define management indicators and interpret them.
- Strong affinity for numbers.
- Proficiency in IT tools.
- Ease in communication both orally and in writing.
- Interest in the political issues surrounding the activities of the Directorate General for Social Cohesion (DGCS) and particularly the OCBE.
- Proactivity, strong decision-making skills, flexibility, and solution orientation.
