Chief Physician - Emergency Liaison Hospital

A cantonal public law institution, the CNP is tasked with leading the health policy of the canton of Neuchâtel in the field of mental health, in collaboration with partner institutions. The CNP aims to rehabilitate patients suffering from mental disorders through the adoption of an integrated and community psychiatry model; it implements public policies for the promotion and prevention of mental health; it acts as a reference centre in the field of professional training and research in psychiatry.

The Medical Directorate is recruiting, within the Adult department, to lead the Emergency, Liaison, Hospital (ULH) units.

Chief Physician - Emergency Liaison Hospital

In tandem with the head nurse of the service and under the supervision of the medical-nursing departmental tandem, you ensure the clinical, organisational and medico-economic management of your service.

As both clinical leader, manager and strategic actor, you contribute to the development of services, the quality of care and the evolution of practices for the benefit of patients and teams.

The ULH service brings together the Psychiatric Emergency Centre (CUP), the liaison psychiatry unit and three hospitalisation units at Préfargier, offering coordinated and continuous care from acute crisis to hospitalisation and then return to the care network.

The CUP, composed of a multidisciplinary team of about 26 FTEs, provides assessment and management of psychiatric emergencies at the Neuchâtel and La Chaux-de-Fonds sites. It enables a rapid response to crisis situations and short-term outpatient follow-up.

The liaison psychiatry unit, with about 10 multidisciplinary FTEs, works with patients hospitalised in the somatic services of the RHNe or followed in the care network. It provides psychiatric expertise at the interface between physical and mental health and supports hospital teams in complex situations.

The three hospitalisation units, each with about 25 multidisciplinary FTEs and a total of 59 beds, accommodate patients requiring inpatient care.

With more than 110 multidisciplinary professionals, the ULH service constitutes a rich and formative clinical environment, covering the entire spectrum of acute, hospital and liaison psychiatry.

Within the scope of your role you will be required to:

Clinical leadership and service development

• Define and implement the clinical vision of the service in line with the institutional strategy.
• Ensure the quality, safety and relevance of the care delivered.
• Develop services according to population needs and the evolution of good psychiatric practices.
• Promote continuity and fluidity of patient pathways in collaboration with internal and external partners.

Management and governance

• Manage the operation of the service in tandem with the head nurse of the service.
• Unite teams around a common vision and shared objectives.
• Support managers and staff in their professional development.
• Promote a work environment that fosters engagement, interprofessional collaboration and well-being at work.

Resource management and control

• Monitor activity, indicators and medico-economic objectives.
• Ensure the valuation and billing of clinical services.
• Participate in the preparation and monitoring of the service budget.
• Identify and implement measures necessary to achieve institutional objectives.

Training and research

• Provide supervision and postgraduate training for the service's physicians.
• Contribute to maintaining and developing the skills of the medical and care teams.
• Encourage clinical research projects in collaboration with academic partners and the IFRSM.

The required skills for this position are as follows:

• Federal medical diploma or title recognised by MEBEKO.
• FMH specialist title in Psychiatry and Psychotherapy or an equivalent recognised title.
• Confirmed experience of at least three years in a leadership role of a service or psychiatry unit of similar size.
• Training in management, leadership or equivalent experience.
• Good knowledge of the Swiss health system and its challenges.
• Demonstrated ability to lead multidisciplinary teams and manage change.
• Excellent interpersonal, organisational and decision-making skills.
