About the job
At the crossroads of French-speaking and German-speaking cultures, the municipality of Courtepin was created in 2017 from the merger of the municipalities of Barberêche, Courtepin, Villarepos and Wallenried. It now brings together more than 5,800 inhabitants, mostly French-speaking, across 6 villages (including Courtaman and Pensier) spread over a territory of 25.88 km².
The municipality benefits from its proximity to Fribourg and Morat and constitutes a developing area, combining agriculture, housing and economic activities. It thus occupies an important position in the Lac district, where it is the second largest municipality by population after Morat, and asserts itself as one of its economic hubs, alongside Morat and Chiètres.
Urban Planning and Construction Specialist
To strengthen our technical service, we are looking for an urban planning and construction specialist. You will contribute to the processing of technical and administrative files related to construction projects, the application of legal provisions in land use planning, as well as the monitoring of municipal projects.
Your main tasks
- Process building permit applications and ensure the follow-up of related administrative procedures (public inquiry, consultations, authorisations and decisions).
- Ensure the administrative follow-up of urban planning files and development projects, ensuring compliance with deadlines and legal requirements.
- Collaborate with architects, engineers, companies, owners, cantonal authorities and other partners to ensure the smooth running of procedures.
- Participate in site visits and meetings when necessary for project monitoring and compliance control.
- Handle requests related to certificates of conformity and other authorisations under the technical service.
- Participate in the monitoring of the Local Development Plan (PAL) and its revisions.
- Manage technical data and use professional tools, including FRIAC, ArcGIS and internal applications.
Your profile
- Training in construction or urban planning (architect, ES technician, construction site architect, certified building draughtsperson or equivalent training).
- Experience in a municipal technical service, an architectural office or an engineering firm is an asset.
- Strong interest in administrative procedures related to urban planning, construction law and land use planning.
- Good command of Microsoft Office tools; experience with FRIAC, ArcGIS or similar applications is an advantage.
- Excellent command of French or German, with good knowledge of the other language (minimum B2 level) to ensure professional exchanges, both oral and written.
- Organisational skills, rigour and autonomy.
- Ease in contact with the public and various partners.
- Team spirit, sense of responsibility and ability to manage several files simultaneously.
