Mobility, roads and public spaces, sanitation, waste management, port infrastructures, environment and sustainability: these are all areas that contribute daily to the smooth running of the city and its future.

In a context marked by the challenges of ecological transition, urban development and changing uses, the Infrastructure Department is a major player in the transformation of Nyon. Its teams work to design, develop and maintain modern, sustainable infrastructures adapted to the needs of the community.

As part of the retirement of the current post holder, the Infrastructure Department is looking for a:

Your mission

Leading a department of more than 60 employees, you ensure the strategic and operational management of the Service.

You are specifically responsible for:

• Defining and proposing the strategic directions of the Infrastructure Department, in line with the objectives of the Municipality and the territorial, environmental and financial challenges of the City.
• Advising the Municipality in areas within your responsibility, preparing the necessary elements for decision-making and being a source of proposals.
• Ensuring the operational management of the department, monitoring the quality and efficiency of services and coordinating the various sectors as well as cross-cutting projects.
• Managing the department’s strategic projects and investment programmes, ensuring their coordination, monitoring and completion within the objectives, deadlines and available resources.
• Leading and uniting an organisation of more than 60 employees, fostering a managerial culture based on trust, autonomy, responsibility and collaboration.
• Supporting teams through organisational changes, ensuring the alignment between resources, skills and service needs, and contributing to skills development.
• Preparing and managing operating and investment budgets, ensuring responsible management of public resources and guaranteeing financial monitoring of projects and investments.
• Anticipating legislative, regulatory, technical and societal developments likely to influence the department’s activities and the City’s public policies.
• Representing the City with authorities, institutional partners, associations and regional or cantonal actors, and developing collaborations that promote a coherent and concerted vision of infrastructure-related issues.
• Ensuring compliance with the legal framework, directives and municipal decisions, while ensuring safety, quality of services and the public interest.

Your profile

You have proven experience in managing strategic projects and change management, as well as excellent knowledge of public procurement and the Swiss legal framework applicable to your field.

You have solid experience in managing and leading teams and are comfortable in a political and institutional environment. You also possess very good analytical, synthesis, writing and communication skills.

A higher education degree in civil engineering or an equivalent field from a Federal Institute of Technology or a University of Applied Sciences, a good knowledge of the functioning of a public authority and the Vaud institutional environment, as well as experience in several areas covered by the Infrastructure Department are assets. A particular sensitivity to sustainability and ecological transition issues will also be appreciated.
