Job DescriptionYour mission
The Real Estate Department manages the accommodation strategy for beneficiaries and the deployment of the institution's administrative premises. It optimises the management of its property portfolio and also, by mandate, manages the assets of several private foundations.
Reporting to the Real Estate Department, you are responsible for establishing the institutional governance of human safety and fire protection at Hospice général. In this capacity, you define the strategic framework, governance rules, and operating methods to ensure coherent, efficient, and sustainable safety management across all the institution's sites, in close collaboration with the General Management and the relevant departments.
As guarantor of the safety of people and property, you ensure a safe and secure environment for employees, beneficiaries, and the institution's partners, while protecting Hospice général's real estate assets.
In a context of organisational transformation, you lead the structuring of the safety function and support the evolution of teams, practices, and institutional culture. You develop an approach based on prevention, risk anticipation, and continuous improvement to sustainably strengthen risk control and the efficiency of human, organisational, and financial resources.
A true partner of the Real Estate Department, you unite the departments, operational teams, authorities, and external partners around a shared vision of safety, serving Hospice général's social mission.
Your main activities
Safety governance and strategy
- You build and implement the institutional governance of human safety and fire protection by defining roles, responsibilities, decision-making processes, and steering bodies;
- You develop the institutional safety strategy and the roadmap for its gradual deployment;
- You define reference frameworks, standards, procedures, and action plans ensuring a harmonised approach across all sites;
- You develop management tools, dashboards, and performance indicators to measure the effectiveness of the system and support decision-making;
- You ensure continuous regulatory monitoring and guarantee compliance of the systems with cantonal requirements and current standards;
- You develop, manage, and monitor the safety service budget, ensuring efficient use of resources and achievement of set objectives;
- You identify investment priorities, propose necessary trade-offs, and oversee the financial monitoring of safety-related projects and services.
Management and coordination
- You manage a team of about fifteen employees specialised in human safety and fire protection;
- You support skills development, encourage team engagement, and establish a culture of responsibility, prevention, and performance;
- You mobilise and support teams to develop a common safety culture and strengthen cross-functionality between different sites;
- You develop trusting relationships with management, site managers, institution employees, as well as cantonal authorities, emergency services, and institutional partners;
- You manage contracts and services related to human safety and fire protection, ensure the quality of services provided, and efficiently manage external partners.
Transformation, prevention and continuous improvement
- You develop a safety approach based on risk anticipation, protection of people, and continuous improvement;
- You identify improvement levers and lead projects to optimise human, organisational, and financial resources;
- You contribute to making safety a lever of trust, service quality, and performance for the benefit of employees, beneficiaries, and the institution's partners.
Operational management
- You supervise the management of major incidents, coordinate feedback, and ensure follow-up of corrective actions;
- You conduct regular audits to evaluate system performance and identify areas for improvement;
- You provide regular reporting to the Real Estate Department and General Management on system performance, risks, and improvement actions;
- You support real estate and institutional projects to integrate safety requirements from their design through to completion.
Your profile
- You hold a university degree in safety or an engineering diploma from a University of Applied Sciences/ETH, complemented by a federal AEAI certificate as a fire protection specialist, or you have equivalent expertise gained through experience and training;
- You have at least five years of proven experience in a safety management role within complex multi-site organisations;
- You have successful experience managing teams;
- You possess strong skills in governance, change management, project management, and continuous improvement;
- You are recognised for your ability to build a strategic vision, unite teams, and support transformations in complex environments;
- You have an excellent understanding of regulatory, organisational, and human issues related to safety;
- Comfortable in a demanding and constantly evolving environment, you demonstrate organisation, discernment, autonomy, and a strong ability to prioritise;
- You are recognised for excellent interpersonal and writing skills and your ability to adapt communication to diverse audiences;
- You master digital tools, dashboards, and management indicators necessary for effective function management;
- With participative leadership, you know how to mobilise teams around a common vision, develop an institutional culture of prevention, and lead change pragmatically and convincingly;
- Solution- and results-oriented, you reconcile risk control, service quality, organisational efficiency, and optimisation of human and financial resources;
- You have proven experience in budget development, management, and monitoring and know how to balance financial control, service quality, and operational performance.
