A cantonal public law institution, the CNP is tasked with leading the health policy of the canton of Neuchâtel in the field of mental health, in collaboration with partner institutions. The CNP aims to rehabilitate patients suffering from mental disorders through the adoption of an integrated and community psychiatry model; it implements public policies for the promotion and prevention of mental health; it acts as a reference centre in the field of professional training and research in psychiatry.
The Directorate of Relations and Human Resources (RRH) is seeking, as part of a digitalisation project of the RRH Directorate, its future:
HRIS Project Specialist
The HRIS Project Specialist contributes to the digitalisation project of the Relations and Human Resources Directorate and, in particular, to the implementation of the "core" HR solution intended for managing the institutional structure, basic personnel data, and payroll. Reporting to the HR Administration Manager responsible for project management, they assist in the design and operationalisation of the selected IT solutions, from defining requirements to deploying an efficient and functional solution. In this context, they work closely with the HR administration team, HR managers, relevant internal stakeholders, the IT department, and the HR Directorate as the project client.
In your role, you will be expected to:
- identify HR Administration processes that need improvement or digitalisation to achieve the set service, quality, timeliness, and efficiency objectives
- design, as part of a team, the target processes, forms, correspondence, etc. that result from this
- gather feedback from key users during the design phase to cover their needs and facilitate their buy-in
- ensure the implementation, testing, and continuous improvement of these innovations until stakeholder satisfaction is achieved
- document know-how to ensure its sustainability and repeatability
- promote the adoption of new work processes both within the RRH Directorate and among internal clients and contributors, notably through communication and training activities
- design and implement periodic controls and assist in adopting the necessary work organisation for smooth execution and quality of activities
- monitor mastery of new processes through quality controls of deliverables and data
- provide structured feedback to the Manager, the Director, and the concerned parties.
As part of the design and deployment project of the new information system, you will also participate in:
- developing and drafting, in collaboration with internal and external stakeholders, a specification document taking into account the existing system, current shortcomings, needs arising from processes, while considering the possibilities offered by the chosen solution
- identifying impacts on other information systems and management processes as well as the resulting adjustment needs. Contributing to their implementation
- preparing development briefing/debriefing sessions
- developing test scenarios, executing them both directly and with key users, and formalising test feedback
- facilitating tool adoption by various stakeholders within the objectives set by their manager (preparing training materials, procedures, conducting training sessions…)
- identifying project risks and setting priorities
The skills required for this position are as follows:
- structuring a project end-to-end and managing its smooth progress from design to deployment

- making forecasts, setting priorities, and defining objectives while coordinating necessary means and resources
- knowing HR administrative processes as well as the legal and regulatory requirements governing them

- writing clear procedures and understanding process functioning
- mastering document management and quality system logics
- demonstrating analytical and synthetic skills to organise complex elements into a coherent and understandable whole

- showing rigour, attention to detail, and thoroughness
- enjoying teamwork and joining efforts with colleagues to achieve common goals
- mastering the French language and common IT tools.
Profile, training and experience sought:
- Required commercial employee CFC diploma, ideally complemented by a professional maturity diploma
- Federal HR certificate required
- Project management certification is an advantage
- Minimum 8 years in a specialist HR administration position
- Initial experience in payroll management and social insurance is a plus.
