Head of Controlling & HR Payroll 80–100 %
In this versatile and responsible role, you assume overall responsibility for operational and strategic HR controlling as well as payroll management, social insurances, and time management at the Bienne Hospital Centre, also for affiliated companies regarding payroll and social insurance management. With a team of 5 to 6 specialists, you ensure processes comply with legal requirements and deadlines, high data quality, and reliable decision-making bases for management. You also ensure the continuous development of HR controlling and lead your team in a targeted and appreciative manner.
Your main responsibilities will include:
- Personal and functional leadership of a team of 5 to 6 specialists
- Overall responsibility for the monthly payroll processing and annual closing tasks, ensuring correct, reliable, and timely payroll management for CHB and its affiliated companies
- Responsibility for social insurance processing, allowances, and withholding tax, as well as coordination with insurers, authorities, and other external bodies
- Responsibility for operational and strategic HR controlling, including development of management tools and relevant indicators
- Preparation of reports, analyses, and forecasts on HR and management topics for the Board of Directors, hospital management, and other stakeholders
- Responsibility for time management and the proper functioning of Polypoint PEP, including interfaces, controls, and analyses
- Ensuring and developing personnel and resource planning adapted to needs
- Ensuring high data quality in relevant HR systems and compliance with legal, contractual, and internal provisions
- Continuous review and optimisation of processes within your area of responsibility and ensuring effective internal controls
- Participation and taking responsibility in cross-functional HR projects and change processes, especially regarding the evolution of the HR systems environment
- Higher education or continuing education in human resources, business management, finance/controlling, or a comparable field
- Several years of professional experience in a responsible HR role, with solid experience in payroll management and/or HR controlling
- Very good knowledge of the Swiss payroll and social insurance system as well as the applicable legal framework
- Experience in personal and functional leadership of employees or specialists
- Excellent understanding of HR indicators, reporting, analyses, and personnel planning, with a genuine ease with numbers
- In-depth knowledge of HR, payroll, and time management systems (SAP HCM, Abacus, and Polypoint PEP); knowledge of SuccessFactors is an advantage
- Excellent analytical and conceptual skills, ability to think holistically, and a structured, independent, and solution-oriented working method
- Strong sense of responsibility and quality, discretion, and reliability in handling sensitive personnel and payroll data
- Excellent communication skills, assertiveness, and enjoyment in collaborating with a variety of internal and external contacts
- Appreciative and committed management style, with a desire to continuously develop processes and services with your team
- Native German or French speaker with good knowledge of the other language (at least B2)
