About the job
Product Manager IT & Digital Platforms for Education and Culture (a)
80% - 100% | Lucerne | Home office possible
Digital platforms today shape how education is delivered, culture is made accessible, and public services are provided. As a central interface between business and IT, you actively shape the digital and strategic development of the IT and service platforms of the Department of Education and Culture (BKD) of the Canton of Lucerne. In a complex, cross-departmental ownership role, you are responsible for the holistic management of a business-critical platform landscape in the education and culture context, linking strategic objectives with sustainable operational implementation. Focus is placed on consistent value orientation, regulatory security, and digital sovereignty, as well as optimising cost structures and public value creation within the framework of the digital transformation of the education and culture sector.
Your tasks
- You are responsible for the further development of the product and platform vision for the digital education and cultural services of the Canton of Lucerne and ensure their consistency with the digital and administrative strategy. In doing so, you anchor business value, digital sovereignty, compliance, scalability, and economic sustainability as central control dimensions.
- Together with the Department of Education and Culture, you manage the entire product and platform lifecycle and are responsible for portfolio decisions, investments, and priorities across complex system landscapes, dependencies, and regulatory frameworks.
- You develop and establish an integrated, service-oriented operating model and define governance structures, role models, as well as binding decision-making and escalation mechanisms with clear responsibilities across product, platform, architecture, and delivery.
- You transform existing organisational and system landscapes into a scalable, product- and platform-oriented service organisation and establish a sustainable lean agile and value delivery control culture together with stakeholders.
- You ensure strategic alignment with internal and external stakeholders, prepare data-, risk- and scenario-based decision-making foundations for the executive level, and are responsible for translating strategic decisions into sustainable operational impact.
Your profile
- University degree in computer science, business administration, or a comparable discipline with a pronounced ability to effectively connect technology, organisation, and strategy.
- Many years of experience in the enterprise IT environment in a leadership role with a proven track record in product management, platform control, and the transformation of complex organisations.
- Deep understanding of IT governance, security, and compliance as well as modern cloud- and API-based system landscapes with experience in platform and integration architectures at the enterprise level.
- Solid experience in strategic portfolio, investment, and roadmap management as well as in the use of data-based decision-making foundations such as KPIs, SLAs, and SLOs to manage business value, performance, and risks.
- A strong leadership personality with a high ownership mentality, pronounced implementation strength, and confident stakeholder and supplier management with the ability to translate different interests into viable and strategically consistent solutions.
