Job Description
The Control, Audit and Investigations Unit (UCAE) of the Directorate General for Social Cohesion (DGCS) is a dynamic team composed of around twenty collaborators responsible for monitoring our services. Attached to the UCAE, the Interdisciplinary Control Section for Visits to Health and Social Institutions (CIVESS) has the specific mission of monitoring and inspecting health and social institutions in the canton of Vaud. To accomplish the following tasks, we are currently seeking a Deputy to the Head of the Control, Audit and Investigations Unit (UCAE) for the Interdisciplinary Control Section for Visits to Health and Social Institutions (CIVESS).
Responsibilities
- Ensure strategic management in collaboration with the Head of the UCAE as well as representation of the CIVESS.
- Provide accountability and expertise regarding the operational processes and procedures of the CIVESS.
- Monitor compliance with rights and legal requirements, safety and quality standards in health institutions (including nursing homes, medical-social centres, therapeutic communities, psychiatric hospitals) and social-educational institutions (including social-educational establishments, workshops) in Vaud.
- Assist the Unit Head in their duties and deputise in the management of the unit.

Qualifications
- University Master’s degree or socio-health professional qualification at Master’s or HES level or equivalent title.
- Specialisation desired in a social or health field (patient rights, public policies, etc.).
- Minimum of 5 years’ professional field experience in monitoring or socio-health quality.
- Mastery of public administration functioning and management of public institutions required.
- Excellent writing, analytical and synthesis skills.
- Global vision and sense of perspective.
- Adaptability and flexibility.
- Client orientation, spirit of mutual aid and collaboration.
- Developed sense of responsibility and public service ethics.
