Energy Delegate (80%)

A municipality of nearly 10,000 inhabitants, managed, maintained and animated by around a hundred employees, Épalinges stands out for its dynamism and growth. Within the General Administration, you are the reference person for the Municipality on energy-related matters. You contribute to the implementation of the municipal energy policy and work closely with the sustainability delegate, municipal services and external partners.

Mission

• Lead and implement the municipal energy policy and its action programme.
• Manage energy projects in the fields of photovoltaics, thermal networks, electric mobility and energy efficiency.
• Lead initiatives related to the Energy City label and municipal energy planning.
• Ensure monitoring of the energy performance of municipal buildings and installations.
• Coordinate the municipal encouragement fund (FEED) and support measures for the energy transition.
• Develop awareness, advice and communication actions with the population and local stakeholders.
• Ensure legal and technical monitoring, seek subsidies and prepare the corresponding files.
• Advise municipal services and partners on energy issues and participate in interdepartmental projects.
• Collaborate with the building control authority on the energy aspects of files.
• Represent the Municipality with cantonal, federal partners and other concerned actors.

Required knowledge and skills:

• Higher education EPF, University, HES/ETS or equivalent qualification in the field of energy, sustainable development, geosciences or related field.
• Proven experience in energy policy, sustainable development and project management.
• Good knowledge of the legal and regulatory framework in energy matters.
• Excellent analytical, organisational, coordination and communication skills.
• Ability to work transversally, to unite diverse interlocutors and to simplify complex subjects.
• Autonomy, rigour, sense of responsibility, initiative and public service spirit.
• Excellent writing skills and good command of MS Office tools.
• Knowledge of Energo, Enercoach, Planeter, QGIS and/or Energy City tools is an asset.
