About the job
Head of Data and Online, Member of the Executive Board (a)
80% - 100% | Lucerne | Home office possible
Society, economy and politics need reliable statistical foundations. LUSTAT collects, links, analyses and publishes data for the canton of Lucerne, its municipalities and other public clients. Would you like to restructure the data platform and IT infrastructure behind it, lead a strong team and shape, as a member of the executive board, how the canton of Lucerne and the Central Swiss cantons work with data?
For our new Data and Online unit, we are looking for a personality who combines technical depth, drive and joy in leadership. From 2027, the unit will consolidate Data Warehouse, data pipelines, analysis platform, Open Government Data, IT and web, thus forming the technical foundation for all statistics and analyses of LUSTAT. You will take on a key role in an organisation on the rise and actively shape its further development.
Your tasks
- You will build up the Data and Online unit and lead a team of six specialists from data engineering, IT operations and web development. You will work professionally and set technical accents.
- You will develop the Data Warehouse and data pipelines (ETL) into a modern, automated data platform with interfaces (APIs) and automated quality checks that the entire organisation can rely on.
- You will be responsible for replacing SAS and build an open, code-based analysis platform with R, SQL and Git. With versioning, automated tests and CI/CD, you will make data processing and publications reproducible.
- You will create the foundations for the responsible use of AI in public statistics, from a secure, locally operated AI environment to data and metadata that AI applications can also correctly find and use.
- You will ensure that data is findable and freely usable, with Open Government Data, metadata on I14Y and a data catalogue.
- You will position LUSTAT as a contact point for data questions in the canton and advise departments and offices on data standards, data governance and data stewardship.
- You will be responsible for IT operations, information security and lustat.ch and, as a member of the executive board, shape the strategy and development of LUSTAT.
Your profile
- You have a university degree in computer science, data science, business informatics, statistics or a related field. You have several years of experience with data platforms, data warehouses or data pipelines and with modern development practices such as Git, CI/CD and automated tests.
- You make architectural decisions confidently and are proficient enough in SQL, R or Python to assess code.
- You have experience in professional and personnel leadership and bring people and technology together.
- You understand data protection and information security as quality features and consider them from the outset.
- You follow developments around AI and know how to integrate it safely and transparently into data processes.
- You explain technical solutions understandably and also win over non-technical professionals. You communicate fluently in German and have good English skills.
Your employer
What you can look forward to
- A key role with plenty of scope for design. As a member of the executive board, you directly shape the future of LUSTAT.
- Work with impact. LUSTAT is the first point of contact for reliable statistical and data-based information in Central Switzerland. Our platform provides the basis for decisions by the canton and municipalities, other Central Swiss cantons, business and the public.
- A modern data organisation. We work according to the principles code first, open source, open by default and privacy by design. We operate our data platform ourselves and thus retain control over our data. Analyses are reproducible in R and SQL with Git. We are part of the cantonal specialist office for Open Government Data, develop nowcasting products and our own tools, for example for anonymisation with local NLP models.
- You work with around 35 employees from data science, statistics, computer science, communication and administration in an independent and autonomous company of the canton of Lucerne, with short decision-making paths, regionally rooted and nationally networked.
- We support your further development in leadership and specialist topics with internal and external training.
- Flexible annual working hours, up to three days home office per week, a modern workplace in the new building at Seetalplatz directly next to Emmenbrücke station complement our offer.
Have we piqued your interest?
At LUSTAT, your skills and personality count, regardless of gender, age, origin or lifestyle. We look forward to getting to know you!
