Head of Building Department (m/f/d)
Salary - CHF105,000 - 110,000Role:
On behalf of our client, we are looking for an experienced professional as Head of Building Department responsible for the technical and administrative management of municipal building matters. You will conduct building permit procedures, review building applications according to cantonal and municipal regulations, and advise property owners and planning professionals on building law issues. Furthermore, you will support infrastructure and real estate projects of the public sector and contribute to spatial planning and construction-related matters of the municipality. The position combines building administration, building law, project support, and authority coordination in a responsible role.
Responsibilities:
Technical and administrative management of the building department and responsibility for municipal building matters
Independent review and assessment of building applications regarding completeness, permit eligibility, and compliance with legal requirements
Execution and coordination of building permit procedures considering cantonal and municipal building and planning law
Preparation and drafting of building permits, orders, statements, and decision bases
Advising property owners, architects, and planning offices on building applications, permit procedures, and building law requirements
Monitoring compliance with building permits, conditions, and building regulations and accompanying the corresponding inspections
Coordination with cantonal specialist offices, authorities, and external planning offices in complex building and planning matters
Technical support for municipal building, real estate, and infrastructure projects from planning to implementation
Preparation of building matters and technical representation of building affairs in the building commission
Participation in tasks related to spatial planning, local development, and land use planning as well as the further development of municipal planning bases
Ensuring complete and comprehensible building application, project, and administrative documentation
Qualifications:
Completed technical training in construction, for example as a draftsman EFZ specialising in architecture/structural engineering, with further education at HF/FH level advantageous; alternatively, equivalent qualification in public construction
Professional experience in building administration, structural engineering, building permit procedures, or municipal construction advantageous
Knowledge of building and planning law, ideally in the canton of Graubünden, or willingness to undertake corresponding further training
Experience in reviewing building applications, building plans, and building law documents advantageous
Knowledge in spatial planning as well as municipal infrastructure and real estate projects advantageous
Very good German language skills and good knowledge of Romansh advantageous
