About the job
Join the State of Geneva's Joint Purchasing Centre and give a new dimension to your purchasing expertise! To complete the existing team, we are looking for
a Commercial Buyer
Our Commitment
As the reference for public procurement within the cantonal administration, the Joint Purchasing Centre (JPC) supports State services in their projects to acquire supplies and services.
Our role? To identify the best solutions, negotiate, secure purchases and create value for the administration and its beneficiaries.
Beyond the operational aspect, our purchases address concrete challenges: cost control, risk management, quality of services, innovation and sustainable development.
We are currently seeking a buyer to join our team and manage a variety of purchasing projects, working closely with numerous services and partners within the State.
Your Mission
From analysing needs to implementing solutions, you will manage a variety of purchasing projects:
- support services in their acquisition projects: market studies, specifications, calls for tenders, catalogue management;
- identify suppliers and solutions offering the best quality/price/service ratio;
- conduct procedures in compliance with public procurement law;
- advise State services on all purchasing matters;
- negotiate and build sustainable partnerships with suppliers and prescribing services;
- analyse and keep purchasing data up to date.
We offer you a varied role at the crossroads of strategy, negotiation, analysis and advice, with different partners and projects every day.
Your Profile
Education and Experience
You hold a Bachelor’s degree, a federal diploma or an equivalent qualification in the field of purchasing and have at least five years of experience in procurement. A Master’s degree is an advantage.
Knowledge of public procurement regulations is a significant asset. If you do not yet master it, you are capable of quickly acquiring new knowledge in a regulated environment.
Good command of an ERP system (Oracle, SAP, etc.) as well as Excel is also desirable.
Expected Skills
As a purchasing specialist, you demonstrate curiosity and dynamism, and can quickly understand a need, analyse the issues and propose suitable solutions.
You notably possess the following skills:
- negotiation talent and ability to argue and convince diverse audiences;
- analytical mind and ability to propose strategies and assess commercial and legal risks;
- interpersonal skills, team spirit, curiosity, flexibility and initiative;
- excellent communication skills and ability to develop trusting relationships;
- rigour and autonomy.
Your Benefits
A meaningful profession:
Your purchases directly contribute to the operation of public services and impact the daily lives of Geneva’s population.
Diversity and responsibilities:
You work on varied projects and purchasing categories, with real autonomy in managing your files.
A stimulating environment:
You collaborate with many professions and partners and develop expertise at the intersection of purchasing, law, economics and project management.
A human-scale team:
You join a dynamic team of about thirty people, in an environment that fosters collaboration and sharing of expertise.
Flexible working conditions:
We offer flexible hours as well as the possibility of teleworking, respecting the requirements of the position.
Professional development:
The State of Geneva offers a significant and varied range of continuing education to support skills development.
What if your next challenge was at the JPC?
Do you want to put your purchasing expertise at the service of a large organisation, work on varied projects and contribute concretely to the performance of the cantonal administration?
We look forward to meeting you.
