Job DescriptionYour missions
Reporting directly to the Deputy Director of ISO, you will be responsible for creating, developing, and then managing the Health and Social Service. Your main tasks are as follows:
- Define the overall strategy of the health and social system which should enable a better understanding of users' health issues and create/consolidate partnerships between the health and social sectors to develop common and adapted responses;
- Proceed with the creation of the service, its structuring, and the attachment of the units that will compose it and the services initially provided, namely:
- Prevention and support, which aims to assist field teams in managing complex situations, where the assessed level of danger defines the care modalities.
- Integration and health-social, which offers expertise in the health field to staff to support beneficiaries, develops collaborations with health professionals, and provides individual support towards social integration for beneficiaries affected in their health.
- Health Administration (planned transfer from the Resources Service), which manages and coordinates the asylum health network (RSA), ensures the affiliation of Amig beneficiaries under the LAMal and the proper granting of health expenses.
- Coordination services for LAMal, supervision of dental expenses, and follow-up of accident declarations.
- Work closely with AMIG and ASOC functions, as well as with external sector partners, to develop effective collaborations favouring adapted support for Hg beneficiaries affected in their health;
- Promote autonomy and responsibility of unit managers and their teams while ensuring the security of business processes and contributing to risk management;
- Collaborate and contribute to the resizing of the Resources Service, some entities and services of which will be attached to the Health and Social Service, and ensure change management support.
- Manage the new Health and Social Service.
Your main activities
- Create and structure the health and social service;
- Define the overall strategy of the health and social system and implement it;
- Develop management tools, dashboards, and performance indicators to measure the system's effectiveness and support decision-making;
- Enhance the visibility of the services provided by the service;
- Supervise, motivate, and support unit managers and their teams;
- Ensure coordination and cross-functionality between units and internal and external partners;
- Manage the administrative, budgetary, and qualitative aspects of the service;
- Participate in the design and implementation of new projects;
- Represent the institution with partners and bodies related to your scope;
- Substitute for the Deputy Director during their absences across all activities.
Your profile
- Bachelor's degree from a University of Applied Sciences, university degree, or recognised training, complemented by management training;
- At least 5 years of proven experience in a managerial position within a socially oriented organisation;
- Experience as an expert or generalist in the health field;
- Knowledge of health issues and social integration of HG beneficiaries;
- Good knowledge of the Geneva socio-health network;
- Solution and results-oriented;
- Good understanding of the Geneva legal and regulatory framework as well as the cantonal social assistance system;
- Proactive, with strong analytical and synthesis skills;
- Excellent interpersonal, negotiation, and communication skills, as well as strong leadership.
