Job Description
You hold the Federal Diploma as an HR specialist or an equivalent qualification, have several years of experience in advising and supporting managers, and are looking for a generalist HR role that combines consultancy, technical expertise and management?
As the HR manager for the courts, justices of the peace and debt enforcement and bankruptcy offices of the canton, you will support managers with their daily HR challenges and take charge, with considerable autonomy, of more complex or sensitive situations. Your expertise and analytical skills will enable you to propose suitable solutions, negotiate and defend a clear HR position when the situation requires it.
You will lead a small team of HR assistants and ensure the quality of services, relying on your solid command of personnel administration, particularly payroll and social insurance. You will also contribute to workforce management and anticipating resource needs.
In close collaboration with other departments of the HR Directorate - case management, training and HR consultancy - you will work on a variety of topics and activities with specific features related to the Judicial Order. The General Secretariat of the Vaud Judicial Order (SG-OJV) ensures the administrative, strategic and cross-functional coordination of the entire Judicial Order. It manages key missions such as human resources management, finance, communication, legal support, general administration as well as governance and institutional project support.
Comprising nearly fifty committed collaborators, the SG-OJV is looking for a HR manager to strengthen the existing team.
Responsibilities
- Ensure human resources management of the Vaud Judicial Order in compliance with personnel policy and legal framework.
- Advise and support management in matters of leadership, change management and conflict resolution.
- Conduct HR interviews and procedures requiring listening, discernment and confidence with considerable autonomy.
- Supervise HR administrative activities, guarantee service quality and provide technical support to the team.
- Manage workforce, analyse resource needs with management and contribute to planning while considering budget constraints.
- Support management in identifying successors and recruitment.
- Lead a team of 2 to 3 people.
- Participate in or lead various HR projects.

Qualifications
- Higher professional training or university degree in human sciences or other equivalent qualification.
- Specific training in human resources (federal diploma, CAS, MAS, other).
- At least 6 years of proven experience in a generalist HR role, including significant advisory practice to managers.
- Good knowledge of the Vaud Cantonal Administration, its functioning and HR processes is a strong asset.
- Solid command of personnel administration and payroll processes, as well as good knowledge of social insurance and labour law.
- Previous management experience is an asset.
- Ease in handling varied issues and strong interest in discovering new fields.
- Excellent prioritisation, analytical, synthesis and communication skills.
- Ability to argue, negotiate and position oneself with confidence and discernment.
- Particular interest in compliance with standards and strong organisational and planning skills.
- Open-mindedness, flexibility and empathy.
As part of the recruitment process, candidates will be required to present an extract from the debt enforcement register and a criminal record less than 3 months old.
