Deputy Head of the Sentence Enforcement Office

As Deputy Head of the Sentence Enforcement Office (SEO), you play a central role in the implementation of criminal sanctions within the canton of Vaud, particularly in the field of alternative sentences and regimes. In a demanding and multidisciplinary environment, you ensure the management of criminal convictions in compliance with the legal framework, case law, as well as the principles of public safety and reintegration. 

You are also responsible for the development of electronic monitoring in the criminal or civil domain, especially in the form of active monitoring. In this capacity, you are the reference person for cantonal and extra-cantonal partners and contribute to its integration, expansion, as well as the quality and security of the implemented systems.

As a member of the SEO Management, you actively collaborate in defining the Office's strategy, evolving its organisation, and improving its processes. You participate in the management of the Office and, together with the Head of the SEO, oversee the sector assigned to you, as well as supervise the sector manager. 

A key player in the Vaud criminal justice chain, you develop close collaborations with various internal and external SEO partners and act in compliance with legal standards and the values of our institution: "Loyalty, Solidarity, Credibility". 

• Ensure the management of criminal convictions and oversee the execution of sanctions in accordance with legal provisions, case law, and the institutional policy of the SEO and the Penitentiary Service.

• Supervise and coordinate the sector assigned to you, set objectives, support the sector manager, and contribute to skills development.

• Ensure the development of electronic monitoring as a mode of executing a criminal sanction or as a means of controlling a criminal or civil judicial decision, notably in the form of active monitoring.

• Actively participate in the SEO Management and contribute to defining its vision, objectives, priorities, and action plan.

• Contribute to the development and optimisation of the organisation, processes, management tools, and services of the SEO.

• Develop and maintain collaborations with actors in the Vaud criminal justice chain as well as with intercantonal and national partners. Represent the SEO in various bodies, meetings, commissions, working groups, or cantonal and intercantonal projects.

• University Master’s degree in law, psychology, human sciences or higher education deemed useful for the role.

• Postgraduate training in criminology or proven experience in this field.

• Minimum 8 years of professional experience in judicial, criminal or penitentiary fields.

• Minimum 3 years of managerial experience in human resources management.

• Strong knowledge of the criminal and penitentiary domain as well as mastery of criminal and administrative procedures.

• Strong interest in new technical and IT tools related to geolocation

• Excellent analytical and synthesis skills, writing and decision-making abilities.

• Fine perception of situations and people, listening and empathy skills, while maintaining the necessary distance and lucidity for the role.

• Driving licence and personal vehicle required for professional travel. 

• Good knowledge of a second national language, particularly German.
