About the job
Main missions:
Lead the processing of building permit applications, from formal and substantive examination to decision. This includes public inquiry, handling objections, coordination with municipal, cantonal services and the Cantonal Construction Commission, as well as appeals. Enforce building regulations.
Ensure the follow-up of the comprehensive revision of the PAZ and RCCZ until its approval, then oversee its implementation and adaptations, as well as lead the preparation of special plans and other instruments related to spatial planning.
Update the legal bases and municipal guidelines regarding construction and urban planning.
Participate in the development, management, and rehabilitation of the municipal property portfolio.
Coordinate all public and private partners working at local, regional, cantonal, and federal levels in this context.
Prepare and attend meetings of the construction commission and draft decision proposals for the Municipal Council, then ensure their follow-up.
Provide ongoing information and support to the Municipal Council and the population.
Preference will be given to candidates whose profile meets the following requirements:
Degree from ETH, University of Applied Sciences or University of Teacher Education in architecture, civil engineering, spatial planning or related field. A background as a certified draughtsperson complemented by solid experience in building permits will also be considered.
At least 5 years of experience in managing relevant projects, or in a similar position within a public administration or private company.
Excellent knowledge of construction law, spatial planning and administrative procedures.
Proficiency in standard and function-specific IT tools.
Ability to work in a team.
Good writing skills.
Discretion, interpersonal and organisational skills.
Analytical and synthetic thinking, autonomous, rigorous and versatile.
Native French speaker, knowledge of English is a plus.
