The current post holder having retired, the City of Crissier is advertising the position of

to continue the development of the City and the missions of the Urban Planning Department.

Your general mission and positioning:

Under the authority of the municipal councillor in charge of this department, you will envision the town of tomorrow and ensure harmonious, sustainable territorial development in compliance with the legal framework, while providing a high-quality public service.

Your main tasks

• Lead the territorial development of Crissier based on regional and municipal guidelines, strictly respecting the current legal framework, in particular the Federal Act on Spatial Planning (LAT), the Cantonal Act on Spatial Planning and Construction (LATC), as well as municipal regulations;
• Advance the development of areas covered by local master plans and through other partial zoning and neighbourhood plans;
• Inform and advise developers and owners to encourage them to submit projects that comply with and are of high quality according to municipal planning;
• Manage, motivate and develop a team of 7 people;
• Develop and maintain interdepartmental relations within the municipal administration.

Your profile:

• You hold a Master’s degree in urban planning and spatial development OR an architect’s diploma (EPF or HES) OR a degree in geography: specialising in territorial development or environmental management;
• Additional training: AEAI, spatial planning (e.g. CEAT-EPFL, IDHEAP); Construction and planning law;
• Training in team management;
• Proven experience of 10 years in a similar role.

Key skills:

• Mastery of laws, standards and regulations on spatial planning (LAT and LATC), mobility LRou (LMob), environment (LE), construction law and land law. Recognised expertise in planning (zoning plans, master plans) and sustainable development;
• Ability to lead a multidisciplinary team (administrative staff, construction police technicians, urban planners), budget management, and mandate management (urban planners, architects, mobility and environmental engineers);
• Ability to manage several teams of contractors in the field of urban planning;
• Sensitivity to the financial aspects of development, as well as environmental issues;
• Quality of cooperation with cantonal services and with SDOL offices (Strategy and Development of Western Lausanne).
