Information Technology Service of the Neuchâtel Entity (SIEN)
SIEN is responsible for the IT of the State and its partners (municipalities, schools, health, social and parapublic sector). It defines the IT strategy with its partners, studies needs, proposes overall IT concepts and provides a range of services for all Neuchâtel public authorities.
Your missions
Attached to the document management sector, you ensure the configuration, maintenance, testing and quality control of the Therefore electronic document management platform. You analyse business needs, design solutions, manage interfaces with information systems and coordinate exchanges with internal teams and the supplier. In parallel, you provide user support, develop solutions in line with their needs and ensure the documentation is kept up to date, while validating deliverables and monitoring projects.
Your profile
Holder of a HES diploma or an equivalent qualification in IT, you have solid experience in IT project management as well as document management. You also master agile methodologies, SQL, Oracle, SQL Server as well as the .NET Framework (C#, WCF, ASP.NET Core) and are capable of designing robust integration solutions. Comfortable both with software testing and with technical and business interlocutors, you have a sense of communication. Curious and client-oriented, you demonstrate a good spirit of initiative and enjoy teamwork. Finally, experience with Azure DevOps, DMS SDKs, Windows Server infrastructures as well as a good command of English are assets.
