Regional Court of the Mountains and Val-de-Ruz - Child and Adult Protection Authority (APEA)
The District Court is the cantonal judicial authority of first instance responsible for civil and criminal justice. It operates with full independence, diligence, and rigour. It is spread across three sites and consists of the following sections: conciliation chamber, civil court, child and adult protection authority (APEA), juvenile criminal court, police court, criminal court, and coercive measures court.
Your tasks
Your main task is to organise and coordinate the registry to ensure the smooth functioning of the jurisdiction. You identify needs and ensure the availability of HR and logistical resources. Your responsibilities include managing registry staff (recruitment, training, evaluation), developing and updating business processes and tools, monitoring accounting, maintaining statistics, and internal control measures.
Your role also includes representation duties. You maintain contacts with the court’s internal and external partners and ensure the proper flow of information, particularly between the registry and the magistrates.
In collaboration with the Secretary General, to whom you report administratively, you ensure the implementation of institutional decisions at your site. In this capacity, you support the administrative commission of the judicial authorities in achieving the objectives of its strategic plan by participating in projects and leading those within your competence.
The renewal of the case management system and the deployment of the Justitia 4.0 project also engage your commitment: you take part in discussions on these issues and carry out concrete actions to support magistrates and site staff through this change.
Your profile
You hold a university/HES degree at bachelor level, a federal diploma, or an equivalent qualification, complemented by certified management training. A course at the Romande School of Judicial Administration (ERAJ) and/or in project management is an asset.
Expertise acquired in judicial or legal fields, particularly in personnel management, may be considered equivalent to the required level of education.
With at least five years of experience in personnel management or a background deemed useful for the position, you have a good grasp of the basics of law and procedural rules and understand the specifics of the judicial world.
Appreciated for your communication skills and interpersonal abilities, you are a responsible, autonomous person recognised for your initiative and leadership. Accustomed to complex and constantly evolving environments and possessing a strong capacity for adaptation, you lead change with confidence.
Comfortable with numbers (accounting, indicators) and common IT tools (Microsoft Office suite), you have a keen interest in information systems and navigate easily in a digitalised environment.
The position requires a clean criminal record and no outstanding prosecutions.
