The Works and Energy Department ensures the construction, maintenance, and renovation of municipal assets . It manages roads, buildings, networks, and infrastructure. The STE also implements the City’s energy policy.

To contribute to the smooth running of the Civil Engineering division of its department, the STE of the City of Lancy is seeking a:
HEAD OF CIVIL ENGINEERING DIVISION_90%
Your mission:
Ensure the operation of the division and teams and contribute to achieving the department’s objectives by providing advice, operational support, and professional expertise to its management while supervising the division’s projects.
Your main activities
- Lead and coordinate activities and teams to guarantee effective mission execution within deadlines, while supporting, managing, and assisting team leaders and/or employees in carrying out their tasks and developing their skills.
- Manage the human resources of your teams, from daily supervision to employee development.
- Actively contribute to achieving objectives, department projects, and cross-functional initiatives by providing professional expertise, advice, and operational support.
- Advise the department head by providing expertise and relaying field realities, needs, challenges, and opportunities, while ensuring efficient handling of requests and follow-up of complaints.
- Contribute, alongside the department head, to the preparation and monitoring of operating and investment budgets, and manage budgets for roads, municipal pipelines (FIA and non-FIA), and fire-fighting installations (hydrants), ensuring their optimal use.
- Design civil engineering projects (structures, road and hydraulic developments) integrating sustainability, life cycle, and maintainability considerations, while validating calculation assumptions and fee proposals from contractors.
- Manage projects comprehensively, from studies to building permits and financial plans, ensuring rigorous monitoring of technical, administrative, and financial aspects, including budget preparation, expense tracking, variance identification, and invoice control.
- Direct work execution by coordinating sites, project acceptance, warranty follow-up, and contractor supervision, respecting costs, deadlines, and quality requirements.
Your qualifications and skills
- Hold a Bachelor’s degree or equivalent in civil engineering from a university or university of applied sciences
- Have at least 5 years of professional experience in the same field, particularly in civil engineering design
- Demonstrate leadership and team management skills
- Be highly capable of working in project mode and handling multiple files simultaneously
- Master building permit procedures and AIMP
- Have excellent command of French, both spoken and written
- Be proficient in common office software tools
- Be occasionally available to represent the department at commissions, public presentations, and municipal events, including outside regular hours
