With more than 1300 employees, the Security and Economy Directorate (SE) brings together 6 departments with essential and complementary missions: public security, protection and rescue, economy, water management, and services to the population.
In this context, as the HR manager of the directorate, you will notably support "blue light" entities in demanding contexts, such as the Police Corps reform, as well as the evolution of organisational and scheduling models at the Lausanne Protection and Rescue Service. You will also be fully involved in major cross-cutting projects, particularly the deployment of a new HRIS in partnership with the Personnel Service.

Main mission(s)
Provide advice and support to the Municipal Councillor in charge of the SE Directorate on HR matters and be a driving force for the specific HR policies of the Directorate
Ensure the application of personnel policy within the Directorate in coordination with the City Personnel Service
Provide expertise, particularly in complex situations within the departments
Coordinate the HR function of the Directorate (20 people including 7 HR managers of departments)
Lead the HR network of the Directorate, develop synergies and harmonise interdepartmental practices
Represent the Directorate with the Personnel Service and transversal entities
Profile
University Master’s degree in occupational psychology or human sciences or an equivalent qualification
Federal diploma as a human resources specialist or CAS in HR
10 years of professional experience including at least 5 years as an HR manager, with management of an HR team for a workforce of at least 500 people
Good knowledge of the functioning of a public administration
Excellent interpersonal skills and a sense of cooperation
Leadership, personal commitment, flexibility and a global vision
Political awareness, analytical mind and very good communication skills
Proficiency in MS Office tools and an ERP system
