Job Description
You will design how 25,000 employees of the Vaud Cantonal Administration (ACV) travel, primarily for their professional journeys and then for their commuting trips. Spread across nearly 800 sites, they travel 7 million kilometres annually with state vehicles and 4.3 million with their private vehicles. The challenge: to provide a common framework for these means, developed according to the needs of each service.
You will establish the real travel needs, lead the revision of internal directives, equip the ACV with the missing digital tools, and oversee the evolution of the fleet of more than 650 vehicles. The rules and tools designed must function without you: simple, applicable, genuinely reducing everyone’s burden.
The system, decided by the Council of State on 1 July 2026, includes a Mobility Committee chaired by the Secretary General of the DICIRH and the Mobility Competence Centre which you will lead. Reporting to the General Secretariat, you will work closely with the Directorate General of Mobility and Roads.
This position is aimed at an autonomous person, capable of managing a cross-cutting file over time and obtaining contributions through the quality of their proposals rather than authority. You will take charge of a file ready to progress, with the support of the current project manager who remains at your disposal for the necessary time. The profile described below is a target, and we do not expect a single candidate to meet all the elements.
Responsibilities
- Ensure the operational management of the ACV Mobility Competence Centre and guarantee the technical, regulatory and operational coherence of the mobility approach across the ACV.
- Qualify the real professional travel needs and consolidate ACV mobility data to base decisions on observed usage.
- Lead the revision of the normative framework for professional mobility and develop common rules applicable to the ACV.
- Assume project ownership of digital tools for managing professional mobility and ensure their adoption and self-sufficiency.
- Provide expertise on the evolution of the ACV vehicle fleet and oversee its implementation.
Qualifications
- Master’s degree from EPFL, university or HES in mobility, transport, planning, civil engineering, energy, administration or an equivalent qualification.
- Training in project management, sustainability or management of professional and commuting mobility is desirable.
- Eight years of professional experience in planning and managing projects in the field of mobility related to professional and commuting travel, including five years managing cross-cutting projects within large organisations.
- Knowledge of vehicle fleet management and good knowledge of project ownership of digital tools.
- French, German or English is an asset.
