Job Description
The Directorate General for Childhood and Youth (DGEJ) implements the cantonal policy for childhood and youth, structured around three missions: prevention, protection, and participation. It guarantees children and young people in the canton support tailored to their needs, particularly when their development or safety is at risk.
As Director of the Organisation and Cross-Functionality Division, you combine a strong cross-functional vision with solid organisational skills, and lead the support functions of the directorate general - legal support, finance, systems and organisation, central secretariat - to ensure the quality and continuity of services provided to children and families in the canton.
Responsibilities
Ensure the quality and continuity of the services your division provides to all offices and units of the DGEJ - legal support, finance, systems and organisation, central secretariat - by defining priorities with your unit managers and arbitrating resources and deadlines;
Manage the division on a daily basis: foster a participative and constructive work dynamic, support your teams in their development, participate in recruitment and budget preparation, and collaborate closely with office heads to advance professional practices;
Ensure governance and coherence of the DGEJ's documentary base, processes, and cross-functional tools, by overseeing their updating, accessibility, and the prompt identification of friction points to be addressed;
Serve on the Management Board and Operations Council to contribute, within your area of expertise, to the strategic and operational management of the service - by preparing well-documented files, being proactive, and ensuring the flow of useful information;
Act as a link between the directorate general, business entities, and support functions, facilitating information flow and necessary arbitrations;
Take charge of organisational and transformation projects assigned by the directorate general, assume ownership of the cross-functional processes attributed to you, and represent the domain before the cantonal organisational advisory body and external partners.

Qualifications
University master’s degree or diploma from a higher education institution, or an equivalent qualification, in a field relevant to the role;
Additional training in management, organisational leadership, public administration, change management, or complex project management;
At least 8 years of proven professional experience in a leadership role, domain management, cross-functional coordination, or support activity management, ideally within a public administration or complex organisation;
Global vision and sense of perspective, excellent analytical and synthesis skills, strong writing abilities and ease in oral communication;
Strong leadership, decisiveness and determination, sense of delegation and control, self-control in stress management;
Conflict management skills, listening and communication abilities;
Sense of responsibility and public service ethics, adaptability and flexibility.
