About the job
Your mission:
You will ensure the management of the social cohesion department in a multi-stakeholder environment (Administrative and Municipal Council, Secretary General, team, associative and institutional partners). Several social services are outsourced by agreement (e.g. individual social actions, professional integration, youth support). The role requires the ability to process files and argue with facts before demanding political bodies (Administrative or Municipal Council). Developments are planned for the following year. Budgetary leeway is limited, coupled with a requirement for factual justification of proposals. You will join a department in a consolidation phase, with an ongoing assessment and a direction validated by the authorities.
Main responsibilities:
Supervise the department staff;
Ensure the establishment and updating of an overview of the municipal social cohesion system (services, audiences, resources, partners) and annually formulate concrete evolution proposals, co-constructed with the delegated Administrative Councillor and the Secretary General;
Support local dynamics and the associative network, while preserving the autonomy of actors;
Identify and analyse emerging social needs, document them using objective elements (facts, volumes, costs), inform the delegated Administrative Councillor and propose appropriate responses, primarily mobilising cantonal and inter-municipal partners. Decisions and arbitrations fall under political authority (social watch function);
Ensure, within budget, legal framework and political vision:
a) efficient delivery of the services for which the department is responsible;
b) management of assigned projects, notably through the formalisation of a coherent project plan and operational presence on the ground;
Education:
University or HES degree (public management, administration, project management or human and social sciences) or confirmed professional experience in a comparable politico-social environment; proven qualifications or skills in team leadership;
