Neuchâtel Police - OCDMT - IT Sector
The IT sector of the Neuchâtel police supports the various police functions in IT and telecommunications. It constantly maintains and improves the police's IT infrastructure so that it can fulfil its mission of public security and population protection. Furthermore, it works closely with the IT service of the Neuchâtel Entity (SIEN) for the development and maintenance of police business applications.
Your missions
As an IT engineer, you play a key role in ensuring the link between technical teams and police domain business units. You analyse, formalise and optimise functional needs to actively contribute to the development of the cantonal information system. Moreover, you successfully lead strategic projects such as replacing the judicial case management tool or ensuring compliance with federal digital standards.
In response to user needs, you organise and facilitate business workshops, then write clear and validated functional specifications. You also produce business training capsules.
While ensuring compliance with applicable laws, regulations and standards, you formalise processes, define use cases and ensure functional coherence with IT architects.
Your project follow-up extends from solution selection to change management support for users.
Finally, you take on the role of referent and maintain active monitoring, both on business practices and IT solutions in the justice and police domain, to propose continuous improvements.
Your profile
Holder of a higher education degree (bachelor or master) or an equivalent qualification in a field relevant to the role, you have proven experience in business analysis and an interest in documentation, ideally in a judicial, police or administrative environment.
You master public security support solutions and place particular importance on both data security and confidentiality.
Your expertise covers process modelling (BPMN) and system modelling (UML), as well as writing functional specifications for technical teams. BABOK principles and project methodologies (Agile or V-model) are familiar to you. You also manage, write and execute functional, business or interoperability tests, and are familiar with Playwright, Selenium and Ranorex tools.
Result- and public service-oriented, you have excellent oral and written communication skills, analytical and synthesis abilities, a sense of listening and diplomacy.
In contact with diverse profiles, you simplify processes and deliverables to facilitate stakeholder buy-in.
Finally, your criminal record and debt enforcement extract are clean.
