Job Description
A municipal public administration is looking for employees ready to commit within a dynamic, innovative, and evolving environment. Comprising a wide range of professions, its administration is divided into 11 municipal services, including the finance and IT service.
This service manages the municipality's finances. It prepares the full annual accounts report, as well as the consolidated annual budget report. It also ensures the development and adaptation of IT tools to support the administration's work.
To contribute to the smooth running of this service, our client is looking for a:
Your mission
Ensure the implementation of the purchasing policy in compliance with the legal framework of public procurement, by conducting acquisition procedures, managing the administrative and contractual aspects of files, and providing advice and expertise to user services.
Your main activities
• Define a purchasing strategy aligned with the municipality's policy;
• Continuously improve purchasing practices according to market developments;
• Support services in expressing their needs and public procurement procedures;
• Plan and conduct complete tender procedures;
• Negotiate commercial and contractual conditions within the legal framework;
• Formalise award decisions and secure supporting documents;
• Establish framework agreements for recurring purchases;
• Ensure proper contracting with selected providers;
• Evaluate purchasing performance using indicators and dashboards;
• Maintain legal monitoring in public procurement matters.
Profile sought
• Hold a university of applied sciences or bachelor-level degree;
• Have additional training in public procurement, purchasing, negotiation and/or cost control;
• Have at least five years of professional experience in a similar role;
• Possess solid knowledge of purchasing procedures and public procurement;
• Have excellent command of French, both spoken and written;
• Demonstrate strong proficiency with IT tools, particularly Excel and ERP-type management tools;
• Have legal knowledge useful for contract drafting.
