Quality and Projects Director

The Regional Social Action Association (ARAS) Jura–Nord Vaudois brings together 73 municipalities - for a population of approx. 96,730 inhabitants - which have united to offer the population a platform of services related to social and family affairs.

To complete its management team and support current and future institutional challenges, ARAS JUNOVA is creating a new position as:

A key role at the heart of management and institutional development!

As a member of the core management team, you work closely with the executive management.

You assist the ARAS director in leading the institution and intervene in high-impact institutional matters, directly contributing to the organisation's decisions and strategic directions.

General mission

In a multi-site environment, composed of several branches and covering a wide territory with both rural and urban realities, you ensure the consistency, quality, compliance and fairness of the services provided to the population.

Heading the Quality & Projects department, you unite and develop a team that constitutes a true professional expertise centre for the institution. You create the conditions for this expertise to be accessible, recognised and useful to operational teams.

You design and deploy the quality system: mapping and control of business processes, internal models and tools, management indicators, internal control system and continuous improvement.

You also structure the portfolio of the institution's cross-cutting projects and ensure their management with the management team and various stakeholders: pooling, premises organisation, process evolution, security, documentary tools, and accessibility of services.

Beyond management, you are an actor in change management. You know how to give meaning, create engagement and support teams in the practical implementation of transformations.

Your profile

You hold a tertiary education, complemented by management training, ideally in public administration, quality management and/or project management.

You have proven experience in a managerial role, including managing managers, gained in a public, semi-public, social or complex institutional environment.

Your background has also enabled you to manage large cross-cutting projects involving multiple stakeholders and to support organisational transformations with method and pragmatism.

You have experience in setting up or managing a quality system, processes and indicators. You master the main associated tools and approaches: process mapping, continuous improvement/PDCA, internal audits, dashboards and document management.

You are comfortable with project management methodologies, as well as with quantitative and qualitative data and management tools.

Knowledge of internal control, risk management and data protection, as well as public procurement, are particularly useful skills for the role.

Your knowledge of the legal and regulatory framework of social action, at cantonal and federal levels, as well as social insurance schemes, allows you to accurately understand compliance issues.

You understand the functioning of public and inter-municipal institutions and the interactions between administration, political authorities and supervisory bodies. Direct experience of these relationships is a major asset.

Beyond your background

You know how to analyse complex situations, set a framework, prioritise and transform institutional challenges into operational solutions. You are demanding on substance while showing flexibility and pragmatism in your approach.

Your ability to reconcile sometimes complex requirements will make the difference: ensuring compliance without creating unnecessary bureaucracy, harmonising without rigidifying, structuring without losing touch with the field.

Your leadership is based on your credibility, listening skills and ability to unite. You know how to challenge when necessary, arbitrate, decide and create engagement, including with teams over which you do not have direct hierarchy.

Used to leading cross-cutting projects and facilitating working groups, you support change with method, diplomacy and a sense of collaboration.

Finally, you keep as your compass the purpose of your action: processes, controls and quality requirements only have value if they help better accomplish the institution's mission and better serve the people who turn to it.
