Employment Service (SEMP) - Labour Market Office (OMAT)
The OMAT, attached to the SEMP, works towards a balanced and dynamic labour market. It supports job seekers towards rapid and sustainable integration and develops close partnerships with employers in the canton.
Comprising around 90 employees, the OMAT operates at the heart of economic and social issues, in connection with numerous public and private actors.
Your missions
Do you wish to put your management skills at the service of the public interest and contribute concretely to professional integration in the canton?
As an administrative manager, you oversee the administrative activities related to labour market measures, benefiting employers and job candidates. You ensure the smooth operation of the single entry point intended for employers in the canton and guarantee effective administrative support to your sector.
As an actor in continuous improvement, you actively contribute to the evolution of the service's offerings within the framework of the professional integration strategy. In close collaboration with other OMAT departments, you help promote a balanced labour market and support the rapid and sustainable professional reintegration of insured persons.
As a section head, you supervise, guide and support your employees throughout their professional journey, from recruitment to continuing education. In this context, you ensure a fair distribution of tasks and workload, set clear objectives and ensure rigorous monitoring of their achievement.
You ensure the implementation, application and monitoring of the procedures necessary for the proper functioning of your area. You also actively participate in SEMP and OMAT projects, contributing to the improvement of practices and the quality of public services.
Your profile
Holder of a university master’s degree, a HES diploma or an equivalent qualification, you have several years of experience in a position of responsibility. Experience in the public sector is an asset.
A seasoned manager, you know how to mobilise teams, support change and make informed decisions. You master the legal issues related to employment, notably labour law, the LACI as well as unemployment and professional integration measures. Your knowledge of the Neuchâtel labour market allows you to understand the realities on the ground and identify relevant levers of action.
Analytical, with an excellent synthesis ability and a precise writing style, you know how to get to the heart of the matter and advance files. Proactive and solution-oriented, you combine a sense of public service, strategic vision and pragmatism.
Your interpersonal ease, listening skills and ability to manage complex situations enable you to unite stakeholders around common goals. Organised, flexible and stress-resistant, you stay on course even under pressure, while respecting deadlines.
