The Personnel and Organisation Service (SPO), a central service of the State of Fribourg, implements the management and leadership of human resources and the organisation of the canton. The SPO acts in accordance with legal provisions as well as the policies and strategies decided by the State Council. Furthermore, it ensures the operational payment of salaries for all State staff.
The "Personnel and Organisation Development" section’s main missions are organisational and professional development, including initial vocational training and continuing education, job analysis management, as well as supporting the budget procedure (post management).

Do you want to contribute to the development of the skills of the State of Fribourg’s staff? Join our team and play a key role in implementing measures and projects related to continuing education. You will be at the heart of skills development, designing training schemes and deploying measures adapted to field realities. You will also help strengthen support for employees and managers in their professional practice, while encouraging learning approaches and supporting skills transfer.
- Gather needs for skills development
- Advise and support various stakeholders
- Lead projects to design and implement training and continuing education programmes, as well as support measures
- Coordinate management mandates (outsourcing of training programmes)
- Manage the training programme for managers and senior managers
- Support and accompany the digitalisation of the continuing education offer
- Ensure the application of legal bases in HR matters, particularly regarding training
- Monitor the training budget, ensure quality follow-up and evaluation of skills development schemes
- Bachelor/Master (UNI / HES) or equivalent training
- Several years of experience in training or skills development
- Additional training in personnel development is an asset
- Experience in project management
- Knowledge of public procurement is an asset
- Excellent writing and communication skills
- Results-oriented and ability to propose solutions adapted to the public administration environment
- Very good command of digital tools
- Fluency in French or German with excellent knowledge of the other official language
