Reporting to the head of the "Justice and Security" sector, you lead the IT component of the e-Justice programme of the State of Fribourg and actively contribute to the digital transformation of the judicial authorities. Heading a portfolio composed of several projects run in parallel, you ensure the achievement of objectives, the coherence of solutions, risk management and alignment with the State’s IT strategy. In a demanding, complex environment highly exposed to institutional challenges, you play a central role as leader, facilitator and trusted partner with the various stakeholders.
The e-Justice programme includes several projects conducted simultaneously, involving multidisciplinary teams made up of project managers, architects, developers, business representatives and external partners.
Strategic management of the programme
- Manage the e-Justice programme and implement its multi-year roadmap in close collaboration with the business programme manager
- Coordinate the projects comprising the programme ensuring their overall coherence
- Ensure alignment of projects with the cantonal strategy, legal framework and standards of the State of Fribourg
- Prepare decision-making files and elements necessary for programme governance
Governance and programme management
- Supervise all IT projects within the programme
- Manage and coordinate project managers responsible for the different programme components, as well as IT teams (ICT architects and ICT software engineers)
- Ensure consistency of methods, deliverables and governance processes
- Ensure application of current project management methodologies, notably HERMES metro
- Define management indicators and ensure reporting to hierarchy and governance bodies
- Maintain a consolidated view of programme risks and ensure their treatment with governance bodies
- Ensure compliance with commitments regarding costs, deadlines, quality and security
- Promote a culture of collaboration, accountability and continuous improvement
Stakeholder management
- Ensure communication with judicial authorities, cantonal administration services, suppliers and institutional partners
- Build and maintain trustful relationships with all stakeholders
- Prepare and conduct negotiations necessary for the programme’s success
- Anticipate and manage expectations, conflicts of interest and sensitive situations
Education
- Completed higher education (university, university of applied sciences or equivalent qualification)
- Specialised training in management of complex projects and programmes
- Project or programme management certifications (HERMES, IPMA, PMP, MSP or equivalent) preferred
Experience
- More than 10 years’ experience in managing complex IT projects and programmes
- Proven experience in managing multiple interdependent projects simultaneously
- Confirmed experience in coordinating multidisciplinary teams composed of internal and external resources
- Significant experience in managing suppliers and contractors
- Experience with Agile environments applied to software development
- Experience in public or judicial administration: an advantage
